The issue was Outlook was not loading until I ran it as an Administrator. That is never a solution and always a workaround since it is a security risk. Search indeed will not work when you are running Outlook with elevated permissions since it is not designed to work this way. When you need to run Outlook as an administrator to make it work, it usually indicates that you have an add-in installed that is doing something the wrong way or you have a dependency on data stored in a location you don't have access to as a regular user.

But all I know is I am trying to use the (Google) G Suite Sync for MS Outlook where this tool enables me to use MS Outlook for my Gmail for Business mail account.

It doesn't use IMAP or POP, but I noticed that it uses MAPI. I also noticed that when I launch Outlook (using this tool) it creates some system files on C: along with the.pst file. I tried to change the location of all these files to User folder and to D: but it still creates atleast two system files in C: I tried to change the permissions of these two system files to allow full rights to all users but it didn't help. So it still requires Run as Admin for Outlook. If I don't use this GSuite tool and use IMAP then I can run Outlook without Run as Admin, and then.pst file is in the User folder. My user account does have Admin rights on my laptop and its not on Domain.
