This does not answer the 4 weeks lag but may be of interest anyway. There are two totally separate OCR mechanisms in OneNote. OneNote Win32 (e.g. OneNote 2016) is using a local OCR mechanism that is part of Windows and also embeds the OCR'd text into the notes (therefore you can search and find them on non-Windows OneNote versions after Windows OCR has 'touched' it once). All other OneNote versions do not have a built-in or system-wide OCR but use Microsoft cognitive services instead which is server based.
It's normal that this does not work instantly, but usually it should only take some minutes, hours at worst. Obviously, the server-based OCR (or rather OneNotes communication with it) is broken for several weeks now and - as usual - Microsoft does not find it necessary to communicate about it to the users.

Certainly works on content (pictures) that have been attached to a page. The content where I don't get the option seems to be those pages printed to Onenote. So if you can't get text from an attached picture (that obviously includes text) then something is not working the way it should. But, even on Windows, the 'print to onenote' has always been an odd compromise in my view. The Mac handles the PDF content so well and yet on Windows I have an.XPS file that I simply can't scrape a sentence from.
While I'd been toying with the idea of a shift to Windows (I run it currently only under BootCamp), I've moved away from that idea and tend to use Curio on Mac rather than Onenote. It's almost as good in its interface but content handling I find much better.
