Studio Fix foundation comes in two formulas: a liquid ('Studio Fix Fluid') and a powder ('Studio Fix Powder Plus Foundation'). These are both standalone foundations that can be used separately on their own.
Studio Fix Fluid does indeed need a powder to set it - you CAN use Studio Fix Powder to set it as the MAC artist recommended, but it will give you a moderate-to-heavy coverage.
